Unique Identifier Number (UIN) System

The Secretary of State has implemented a “unique identifier number” (UIN) system to protect debtor information, while remaining simple to implement and easy to use. This system allows us to discontinue using SSN’s (social security numbers) and TIN’s (tax identification numbers) to identify debtors listed on UCC1F Effective Financing Statements.

How it works:

The UIN is ten digits long, and derived using a combination of letters taken from the individual or organization name, coupled with the last four digits of the debtor’s social security number or federal tax identification number. The letters will be converted into numbers based upon their numeric value within the alphabet.

Should a debtor name provide less than the three required letters or numbers, missing information will be replaced with the “#” symbol, which has a numeric value of 00.

For an individual:

  1. First two letters of the last name individually converted to a numeric value
  2. First letter of the first name converted to a numeric value
  3. Last four digits of the social security number

Example

For a debtor named Ronald Rancher, with a SSN of 987-65-4321.
The UIN for this person is (rar4321) 1801184321.

For an organization:

  1. First three letters or numbers of the organization name, disregarding “A”, “An”, “The”, any character that is not a letter or number, and all spaces.
  2. Each letter or number converted to its numeric value.
  3. Last four digits of the federal tax identification number.

Example

For a debtor named The Busy Bee Ranch, with a TIN of 98-7654321.
The UIN for this organization is (bus4321) 0221194321.

For a debtor named The B2 & B Ranch, with a TIN of 98-7654321.
The UIN for this organization is (b2b4321) 0299024321.
