Vendor for New State Election Management System Selected

Boise, Idaho – The Idaho Secretary of State’s office today announced a vendor has been selected for a new state election management system and voter registration database. Tenex Software Solutions, Inc. was selected as the bidder of choice from the six vendors that submitted proposals for the new system.

“We look forward to working with Tenex on our new election system upgrade,” says Idaho Secretary of State Lawerence Denney. “Tenex had one of the less expensive bids in the group, and we also think their forward-looking approach will fit well with our overall future plans.”

A staged rollout of the new system is scheduled to take place during the next year and a half. The system will include new election night reporting, campaign finance reporting, and lobbyist registration. This is in addition to the more well-known functions which include online voter registration, poll location lookup, and the ability to check on the status of an absentee ballot. The new system will replace voter registration software that has been in place approximately since 2006.

All proposals submitted were reviewed and scored by a committee which included Secretary of State information technology personnel, elections staff, senior Secretary of State leadership, and an elections clerk from Nez Perce County.

The state will now enter into contract negotiations with Tenex with the intention of starting the first stage of the project by the end of the month.

Funding for the project is being provided by a combination of $1.2 million in state funds, appropriated for this project by the legislature for FY2019, and additional federal funds acquired through the Help America Vote Act. The projected cost of the project is slated to be approximately $4 million over five years, however, details will not be final until the contract is signed.

System Upgrade In Progress

Campaign Finance, Lobbyist Reporting, and Online Voter Tools are expected to be offline from April 9th at 5:00 p.m. MDT, through April 12th at 8:00 a.m. MDT to complete a system upgrade.

Per Idaho Code 67-6607, campaign finance is reported monthly during a campaign’s election year. The deadline for the March report falls on Saturday, April 10th. Due to the interruption caused by this upgrade, political treasurers will be allowed to file the March report until 11:59 p.m. MDT on Monday, April 12th.
